Main responsibilities职责描述:
Lead the technical authority interface management of the InsuLINK program in China (IFB), ensuring full alignment with Sanofi's site and project strategy while managing day-to-day working relationships with Chinese authorities and regulatory bodies. This senior role relays on long term external networks and serves as the primary operational interface between the IFB and Chinese external stakeholders on technical content and program execution, working in close collaboration with Public Affairs and Regulatory Affairs teams. The role focuses particularly on operational engagement with the Beijing Economic and Technological Development Area (BDA), local authorities, construction authorities, customs, and progressively BJMPA and NMPA regulatory bodies
·Support strategic direction and execution of Insulin Facilities Beijing (IFB) program via technical external interface management, ensuring alignment with Sanofi's global objectives
·Under the leadership of E2E project director IFB, drive strategic partnerships with key external stakeholders on a technical level, including but not limited government bodies, regulatory authorities, and industry partners, in particular
BDA, Local Authorities & Construction – Operational Management: Serve as the day-to-day operational contact for the Beijing Economic and technological Development Area (BDA) and other local authorities, managing routine communications, technical reporting obligations, and milestone execution update
Customs – Operational Coordination: Execute and coordinate all customs-related interactions linked to the InsuLINK program, including import/export policy interpretation, trade compliance and document management
BJMPA & NMPA – Operational Preparation (Progressive Scope) on technical and working level
·Lead the influence/talks/negotiation with local authority (such as, BDA, BJMPA, local authorities) on policy shaping, industrial promotion, incentives to maximize Sanofi interest.
Serve as the primary operational point of contact for technical content and program execution in all external stakeholder engagements, ensuring that program progress, milestones, and technical deliverables are accurately communicated to Chinese authorities
Work in close collaboration with Public Affairs (strategic stakeholder management) and Regulatory Affairs teams, providing hands-on operational support and technical program expertise while leveraging their respective networks and strategic guidance
Manage day-to-day operational alignment of the InsuLINK program progress with the working-level requests, expectations, and needs of external stakeholders in China
Execute and coordinate all operational program activities in support of external funding and approvals from Chinese authorities, including detailed submissions, technical responses to requests for information, and operational support during authority audits
Act as the operational program partner to Public Affairs and Legal in China for regulatory and governmental procedures, ensuring timely execution and technical compliance
Operationally represent the InsuLINK program in working-level meetings with Chinese external stakeholders, providing technical program substance and execution updates
·As the key global core team member of Insulink program, ensure and promote a unified M&S vision and develop strategic roadmap covering the entire value chain for the IFB/M&S portfolio
·Lead the study on Chinese regulation and evolution, provide company impact to senior leaders for decision making.
·Advise on risk management and compliance oversight for IFB
About you 任职资格:
At least 15 years of experience in the pharmaceutical or chemical industry, with focus on engineering and/or M&S with proven track record on permitting, and authority interactions
Strong experience in a matrix environment, where influencing a several stakeholders across geographical and functional boundaries is a must
Strong experience on Working-Level Regulatory & Government Engagement bringing existing network for relevant authorities
Technical Content Ownership & Operational Communication skills
Strong interpersonal, communication, presentation, and negotiation skills across all levels of the organization
Performance oriented with ability to work along agreed timelines and a focus on strategy and execution
Outstanding communicator with intercultural capabilities and experience, excellent problem-solving, conflict-resolution and decision-making skills
Fluent in English both for verbal and written communication
